HOUSTON — The grass-roots workers and advocates who make up the National Network for Immigrant and Refugee Rights admitted Friday that they face myriad challenges this year as they lobby Congress to legalize the estimated 12 million undocumented immigrants in the United States.
They know federal authorities are stepping up enforcement, states and cities are enacting their own laws to deter illegal immigration, and presidential candidates are talking about sealing the border.
